A project that demonstrates how modern public administration, citizen-focused services, and an integrated building concept can successfully come together: The new four-story district administration building was completed on the former barracks site behind Kehl railway station in just one and a half years, even ahead of schedule. With the approximately 3,500-square-meter facility, the Ortenau District has consolidated its offices at the Kehl location.
Vollack designed and delivered an open, service-oriented administrative building that meets the requirements of modern public administration, provides barrier-free access, and is easily accessible by public transportation.
The new solid-construction administrative building incorporates an integrated energy and architectural concept and houses the Municipal Employment Agency (KOA), the Department of Social Services and Benefits, the Municipal Social Services Department, the Psychological Counseling Center, and the Vehicle Registration Office.
Following a Europe-wide public procurement competition, Vollack ranked first and subsequently delivered the project from concept development and planning through turnkey construction.
The building meets high energy performance standards, having been designed to the KfW Efficiency House 40 standard. In addition, DGNB Silver certification is being pursued. To provide efficient heating and cooling, Vollack utilized the thermal storage capacity of concrete. Combined with a seasonal ground energy storage system, the concrete core activation system helps maintain comfortable indoor temperatures throughout the year. A photovoltaic system and geothermal energy generated by 13 boreholes contribute to the building's energy supply. Vollack also specified regionally sourced recycled concrete for the project. Its advantages include supporting local value creation and reducing transportation distances.
